SALARY: $58,800 to $95,500 Commensurate with experience
(Salary level will be competitive and determined in light of education, position-related experience, and professional accomplishments)

POSITION INFORMATION: Administratively Determined, Full-Time, Term-Appointed Position
(The initial term of appointment is one year and is renewable at the Commission’s option. The position is not covered by provisions of 5 USC that apply to Executive Branch employees regarding appointment, termination, competitive service selection, and pay related rules and regulations.)

The U.S.-China Economic and Security Review Commission (the Commission) was created by the United States Congress in October 2000, as a nonpartisan, legislative branch commission. The Commission’s mission is to monitor, investigate, and make recommendations to Congress about matters of concern in the relationship between the United States and the People’s Republic of China in the following areas: 1) weapons proliferation practices, 2) economics, 3) energy and natural resources, 4) investment and capital markets, 5) China’s military, 6) China’s cyber capabilities, 7) China’s fiscal and monetary policy, 8) China’s foreign policy, 9) China’s compliance with the World Trade Organization, 10) freedom of speech and information in China, and 11) food, drug, and other product safety in China.

The incumbent will work as the principal point of contact for communication between the Commission and Members of Congress and their staff, and the media. The work requires the ability to:
1. Maintain an awareness of the interests of Members of Congress and their staff in matters within the statutory mandate of the Commission.
2. Identify and track actions on legislation affecting matters within the statutory mandate of the Commission.
3. Receive requests for information or assistance from Members of Congress and their staff and relay to appropriate Commission staff members.
4. Schedule Commission members and staff to brief Members of Congress and their staff on issues associated with the work of the Commission.
5. Reserve Congressional hearing rooms for Commission hearings.
6. Provide timely advice and analyses to Commissioners and staff on issues in the position’s purview through reports, position papers, and meetings.
7. Compile and distil information developed by the Commission into reports, letters, and other materials for dissemination, including press releases.

1. Experience and ability to work effectively as a member of a team.
2. Expert knowledge of Congress, its structure, and operations.
3. Experience working as a Congressional staff member in a position of substantial responsibility. (Experience working on issues pertaining to China or the Asia-Pacific Region is preferred.)
4. Proven and demonstrable experience and ability to present written and oral information clearly and concisely. Strong writing and editing skills are absolutely required.
5. Knowledge of the People’s Republic of China, Chinese culture, and the major features of the U.S.-China relationship.
